Orlando Fire "Civilian" Paramedics

If you aren't in the military, you are a civilian.
 
Asides from that it looks like the application period is already closed, my guess would be the civilian part of it means you’re a non sworn member of the fire department and don’t get the same benefits that the firefighters get.
 
that and you don't get the firefighter training, the firefighter retirement system, the firefighter union, or any of the advancement opportunities that being a firefighter would provide
