It's been a few years since I've been in MD, however it seems like the reciprocity process has not changed. You'll need to apply, pay your fees, have an affiliation with a department/hospital, and then take the 12 hour refresher course.

911 is run by the fire departments or 3rd service departments. There are a few private services in MD, when I was there (6+ years ago), none were running 911. It's all IFT. Most hospitals will hire EMTs as techs. There's also Riderwood Village in Silver Spring, it's Security/EMS at a large retirement village, PM me if you want more info on that.
Unfortunately, most private services won't hire you without a MD EMT card. Your best bet is to join up with a volly service and do your affiliation/refresher with them, which will grant you the card.

As far as volunteering goes.. In your area AACoFD has multiple stations. Most accept volunteers. Some have ambulances, some only run fire. When I lived there I volunteered with PG county. I lived near AACC and it was about a 45 min drive.

If volunteering isn't your thing, you can apply with AMR in DC, they offer PRN positions and the process for licensure is easier.

If you want to be on an ambulance, make sure you find a station that has an ambulance. Many places have their volunteers in house, and don't respond from home, so if you find yourself in the AA area, and want to join a department out of county (I have heard that PG's EMS system is woefully understaffed, but their fire suppression is a lot of fun), the only limit is how far you want to drive to the station for a shift.

check out those links (especially the 2nd and 3rd one), and send out some emails to the departments that interest you. then go down and speak to people in the area. If you find one you like, fill out an app. If you don't like it, I'm sure you can find another one to join that is better. At least that is what I did when I ended up moving south.
