I was watching a video of New york EMS and everything said NYEMS (it was to mid 1990's) Why did EMS merge with Fire?
Why did NYEMS change to NYFD

Ostensibly as a cost cutting measure I believe. Also there is no NYFD in New York, but there is FDNY
. The former third service EMS was NYC EMS as well.

Might I suggest the book "Strong of Heart" by Thomas von Essen, the Fire Commissioner during most of Giuliani's term, as well as a witness to 9-11 and the death of many of his closest friends. Politics aside, it is one of my top 10 favorite books of all time. In addition to telling the story of the FDNY and 9-11 from a very unique perspective, von Essen does explain some of the reasons for changes in the FDNY during his 30 years with the department, including hi involvement in changing the way EMS was run in the city. Interesting stuff... and heart wrenching...
