After reading the report provided... there is soo much shady stuff going on, a complete absence of any competent management, and a complete lack of oversight, I would say the organization should be shut down. Let the township purchase / acquire the station, fire all of the volunteers (especially those who continued to vote for an absentee treasurer for 5 years), and if the townships thinks having an in town EMS agency is worth it, they can hire and staff it 24/7.
don't get me wrong, I think volunteer EMS can be successful, and can play a role in a town's EMS system, but the report is showing that this particular agency has failed to do many of the basic compliance requirements, and needs to be torn down complete and restarted with new leadership.
