albuterol sulfate (Proventil or Ventolin)

is a sympathomimetic drug, one which imitates the action of the sympathetic nervous system, that should be used cautiously with patients who have tachydysrhymias, CAD, or severe hypertension. It is administered in a metered dose inhaler where the patient takes one to two puffs themselves. A nebulizer can also administer it.

The question that needs tobe answered prior to administering Albuterol is "Why the fast heart rate?" Is it fast due to cardiac reasons or is it because the patient is having trouble breathing and the rate is up to compensate. If the rate is up for a cardiac problem such as SVT then you would not give a drug that may speed up the heart.
But if it is respiratory related ], then give the drug.
