If you look closely, you can see the part of the fence falling back into position after the driver went under it.

it was recorded off of a T.V. screen! If you look in the corners of the video they are rounded off like a T.V. screen is. Another camera video taped police officers watching the tape of the officer's squad cam (the narrator also says it on the tape of the tape........what?)

Didn't say that. Not being there, and given the poor quality of the video, but here's what I think might have happened.

The bottom of the chain link fence had it's retaining wires cut/removed prior to the incident. Either the driver knew about this, or just got lucky. When he drove through the fence, it rode up over the top of his car and dropped back into place after he got through.

Again, this is all conjecture on my part so feel free to believe what you want.

We had a guy drive under our perimeter fence in a rolling meth lab one night along the same lines as this. He was being chased by Highway at the time in a Firebird and shuffled right up under the chain link. Luckily for him, he stopped just before he got to the active runway. He was so high he didn't even realize he'd left the road.
