I’m kind of surprised I haven’t heard more about this. I admit I don’t believe I understand it correctly - I get lost in some of the redundant language used.

What I interpreted was City Fire Districts would become the authority on who and where ground transportation is done, and also have a possible loop hole in deciding rates - currently Local EMS agencies have this over site. Well that’s stupid. FD need to keep out of EMS transport.

To be honest, I don't see much of an issue with this; in California, the Fire districts handle a lot of the EMS for the state, so the bill says either the City or the contracted fire districts are responsible for providing services.

It makes the City the AHJ who is accountable for providing services. Section 1797.232, subsection 2 (page 4, line 20) also lists some protentional options when the current EMS system is failing to provide appropriate level of services.

Where are you seeing anything controversial?
