Broken leg=C-collar and longboard?

Since when does a leg fx necessitate a C-collar and longboard? Why is the extremity not padded and/or splinted? Who is running their EMS?

Dude, did you see that mechanism of injury? Gotta maintain that c-spine. (Disclaimer: Freeway patrol reference)
 
Given the size of the Olympics and the huge number of MD's on site they may just have a very strict "trauma" policy that says you board and bring them over and don't touch anything, think or generally exercise any judgement.
 
The "EMS" at these Olympics is completely underwhelming. The "doctors" everywhere must be retired dermatologists.
