Hi all,

Ok i know this is gonna sound way out of here but, Does anyone know what the steps would be to starting an ambulance company? We would be paying people, so it would be a "private" ambulance company. It would be located in PA. Me and my partner have priced most things out and stuff, but i have heard that an ambulance company can challenge our application for an ambulance. Does anyone know if this is true? the ambulance company that covers the area now goes 2nd due quite often because of the high call volume in the town.

Sooo if someone could give me some type of help that would be great!!

Non-profit or profit? Volunteer or paid or in between?
 
With out knowing the specifics of your area, we can't tell you. Some areas only allow specific companies (emergency and non-emergency) to operate while others allow anyone who has state certification to run an ambulance company. It's highly location dependent.

Laws are different in every state, county, and city. You should talk to the State EMS office first and determine what the requirements are. Then talk to the local government and see if they have any rules governing ambulance operation. At the very least you would need a business license.

Take a wheelbarrow full of money to the restroom and start flushing it down the toilet! ;-D

Yes, unless you have a lot of start up capitol, you will have a bag of headaches. Your reimbursements may be 3-6 months out. Can you afford the start up costs and the costs to float the company and payroll for that long?

Always start at the state level and work to your local level, to find out what is needed.

It is not as great as you think. I sold mine within a year. It is not worth the headaches and stress that it will bring on you! ;)
 
Are you a Politician?

If so, you may have a chance because in most localities establishment of a new ambulance service, keeping an existing one going, altering jurisdictions or service providers is all about politics.

You can have Dubai's Bankroll but it won't make a bit of difference because FIRST you'll have to squeeze yourself in to a little pond, with fish that are very tightly intertwined, and slither your way in to either take someone else's place or create a new place where no one wants one.

All respect to the other guys; but they're warning you about the headaches; here's the pain in the ***!

Yea, It would be for profit, We will be staffing the rigs with a paid emt and medic. If someone wants to volunteer then so be it....also if we were trying to involve the local fire companies, we were gonna have it if need be that we need someone for our 2nd rig that we will fund the fire company that staffs it.

but yes you guys are a lot of help, where were looking is in PA, We would cover 3 good size townships with a population of about 10,000. the ambulance company that we would be taking over area covers about 7 Twps along with a BIG town, the town has a nursing home and just about anything u can think of, they often have a lot of calls here. But anyways who specifically would i wanna contact? the 9-1-1 center?


ALSO; who all do you guys use for billing?
 
"Profit" and "non-profit" is not the same as "paid" and "volunteer."

If you are a seperate ambulance company than a fire department, why are you expecting the fire department to staff your ambulance?

As far as specifically who you would contact? I imagine your local government EMS office (state EMS in most states) for the permits to run the ambulance, your local 911 ambulance provider if you would like to provide backup services and the local governments (city councils or county government) if you want to take over primary 911 services.
 
Unfortunately it's very area specific. In California, Orange county all you need is an ambulance, crew(2 emt for bls) and become provider for medicare(1-2) month and for insurance companys. Once you're medicare provider you can start looking for clients. That might not be true in your area, you might need to have say 1 year experience managing an ambulance company before you can get permission to operate one like it's in city of Los Angeles.

So basically you need to research your specific area, I would star with going to city hall and asking them what requirement they have for an ambulance company business license. Also does the city have dot department if so give them a call, they might have their own requirements. Next contact state EMS department and see if they got any requirements etc.

edit:In california state ems have no regulation on companys meaning we do not need to get anything from them, that might not be true in your state....so do your homework

edit2:We do in house billing, all you need is to buy software and have people that know what they are doing in terms of billing.

Who did you bill? Medicare in my area pays you with in 2 weeks of billing them. Most start up companys start with dialysis transports and also IFT.

That's not entirely clear, though. Yes, state EMS essentially has nothing to do with regulating individual ambulance services. However, California Highway Patrol regulates and licenses the physical ambulances and the Local Emergency Medical Services Authority (LEMSA, i.e. the counties in most cases) regulates and licenses the individual companies. Just because the state isn't involved directly doesn't make it the free-for-all you're making it sound like.

Should have been more specific :D Yes CHP does inspection of the vehicles and in county LEMSA regulates you but mostly all that is required is a business license). When i say regulations, i mean business license etc

Edit:L.A county is an exception to the rule, they regulate like city of la does
