Does your Ambulance do rescue as well?

simple: whoever is willing to dedicate the time/money/personnel to it.
fire department are generally more able to get federal grant money for things like that. while thats not a hard rule, it is the norm especially given that more and more ems agencies are private.
training is training. i am a technical rescue and motor vehicle extrication instructor/specialist. i run a privately funded technical rescue team that specializes more in education of the operators than in actually conducting operations. if a private ems agency were to hire my team to teach them, we would do it. we have done course for fire departments as well. we are equal opportunity educators.
i dont have an opinion on the heart of your original question. i dont feel that firefighters are any more able to perform the duties than private or third service emts. it all comes down to resource allocation.
the other angle to consider is service areas. most privates cover multiple jurisdictions, some widely spread. this puts them at a disadvantage when compared to a fire department that only covers thier town(mutual aid excepted). the response time for the private heavy rescue coming from the other side of the county v. the engine from the neighborhood station will be significantly different. although you also have to consider county based fire/ems services.
Our county has a Special Ops team. They drill monthly on the different certs; Confined Space, Swiftwater, High and Low Angle, etc. Participation is voluntary and in addition to regular duties.
In addition we have a county SAR group which is also certified in several areas of rescue. Most of these agencies share members so when an incident happens, we know who is best suited to respond and call on them.
