Need some advice on hiring process situation

I recently went through hiring process of an ambulance company for EMT-B position. I failed the background check because of my driving record. I have three infractions. 1 falling off in February 2011. The other two are two years old. I pleaded my case to the human resources manager. He seemed like he wanted to help me stating with just two tickets it was adequate enough for insurance requirements. And as a new hire I wouldn't drive for two months anyways letting my ticket fall of by February. He suggested I write a letter to the director of operations stating my case. I wrote an email to him four days ago. No response yet. What do you think the chances are that he even responds? How long before I should follow up with a phone call? Any advice helps. Thanks a lot!
