rear window blinds

I've never understood why they don't put stuff on the windows like the outside of city buses that have graphics all over the windows. You can see out when on the bus but not in when outside even with the lights on.

Our windows are "mirror tinted" however with the light on at night you can still see in.

Is it Velcro around the entire window? Or only at the top and the rest hangs down freely?
