What You'll Be Doing​

The EMS Deputy Director of Support Services (EDDSS) is primarily responsible for the oversight and management of EMS System support services to include medical supply chain, applied technology, facilities, and fleet. The EDDSS is one of five EMS Deputy Directors working together to provide a high level of EMS service within Wake County. The EDDSS supervises a team of nine staff members. Through data interpretation and analysis, the EDDSS will develop and implement departmental and system policies, procedures, and supply/equipment management practices. The EDDSS reports directly to the EMS System Chief Operating Officer and provides division, program, project, and personnel feedback at Deputy Director meetings.


The EDDSS should be fully capable of gathering, assessing, and transitioning situational awareness into successful strategies and functional policies; communicating with and management of personnel across a geographically dispersed and diverse workforce; managing equipment and supplies in a dynamic environment with significant internal and external pressures; providing high levels of customer service; providing project and program management; interpreting and developing implementation plans; identifying system needs and mitigating issues; and supporting county emergency response as needed.


The EDDSS will need to have strong interpersonal skills to directly address issues with employees, partners, and the general public. This position has an integral role in the management of the EMS System through data analysis, critical thinking and problem solving, policy and strategy development, employee supervision, resource management, complaint and unusual event investigations, and task prioritization. This position will be responsible for compiling and interpreting data as well as developing reports and presenting reports/information to a variety of audiences.
A successful candidate is someone with a high level of employee and project management, critical thinking, problem solving, and prioritization knowledge and experience. This candidate should be someone with at least a bachelor's degree (or equivalent) related to Supply Chain Management, Business Management, Emergency Medical Services, or related field, and has over five years of experience in Supply Chain Management, Program Management, or EMS Management.

Key Responsibilities:

  • Direct and manage EMS support services functions for the EMS department including the analysis of data and metrics to help guide the development of key performance indicators, goals, policies, and procedures
  • Perform employee management through both direct and indirect means including motivating and engaging employees through effective communication, positive reward mechanisms, and regular feedback as well as accountability through consistent implementation of fair employee management practices
  • Receive and interpret logs, e-mails, telephone / virtual calls and in-person requests related to system support services needs, then evaluate, develop, and prioritize tasks
  • Effectively and respectfully communicate in both written and verbal form with a diverse population including all individuals and groups as it relates to the EMS System
  • Oversee the employee management processes including coaching and formal disciplinary measures; employee evaluations; coordinate investigations; act as a mediator; plan and conduct effective meetings related to employee performance
  • Effectively implement plans, processes, and new programs
  • Effectively and efficiently manage resources including not only active management during times of crisis, but also development of processes to meet adopted metrics and system demands
  • Develop and strengthen relationships through communication with external and internal vendors, partners, and customers
  • Lead and participate in various department specific committees
  • Assume the leadership of projects/functions; develop objectives and work plans; develop reports and other work products and present them to internal/external audiences
  • Understand scene management and the Incident Command System
  • Effectively operate at all levels, from the command post down, within an Incident Command System
  • Direct the work of others in a collaborative and cooperative manner
  • Effectively and efficiently utilize technology such as in-vehicle navigation, laptop computers, biomedical equipment, computer aided dispatch, Microsoft Office, online education portals, virtual communication platforms, etc.
Other responsibilities include:

  • Safely and respectfully operate an emergency vehicle in both non-emergency and emergency mode at all times of day and in all types of weather

About Our Team​

Wake County EMS is responsible for the Wake County EMS System. This responsibility includes provision of 911 EMS response, EMS system plan development and maintenance, education plan development and maintenance, system provider training and re-credential oversight, medical oversight and quality assurance, data collection and research and oversight of non-emergency ambulance franchises. The system is comprised of 911 ambulance providers, emergency medical dispatchers and fire first responders at the EMT credential level. Within Wake County are three hospital systems managing four hospital-based emergency departments which include a Level 1 Trauma Center, a Pediatric Specialty ER, two Cardiac Specialty centers, three Stroke centers and four free-standing ER’s. Wake County is expected to respond to over 120,000 requests for 911 EMS service in 2021 and has seen an average 5% growth rate in the last several years. All EMS units work off an 800 MHz radio system, automatic vehicle locator system and closest unit response process. In addition to the regular 911 responses, the Wake County EMS System has well-developed mobile integrated health (community paramedic) and research programs. Non-emergency ambulance service is provided by franchised for-profit ambulance providers and specialty care ambulance transport services are provided through the hospital affiliated ambulance providers. Wake County EMS is funded through the Wake County general fund. The FY ’21 budget includes $42.0 million in expenses offset by $26.2 million in revenues.

The Basics (Required Education and Experience)​

  • Bachelors degree in Emergency Medical Services, Business Administration or related field.
  • Five years of experience in Emergency Medical Services
  • A valid driver's license and a safe driving record required
  • Equivalent education or experience is accepted

Beyond the Basics (Preferred Education and Experience)​



  • Bachelor’s degree or higher in a related field
  • Five years of experience managing employees in a public safety organization or military
  • Knowledge of governmental procurement practices
  • Program or project management coursework
  • Completion of major incident management coursework
